Ghana’s Ministry of Education has announced a landmark initiative to phase out the double-track system in senior high schools by 2027, backed by a US$300 million financing package from the World Bank.
The funding will support the STARR-J Project (Transformative Secondary Education for Access, Results and Relevance for Jobs), which aims to expand access, improve quality, and enhance the relevance of secondary education.
The double-track system, introduced to manage overcrowding after the rollout of Free Senior High School, has faced criticism for disrupting teaching continuity and straining infrastructure.
Education Minister Hon. Haruna Iddrisu emphasised that the transition to a single-track system is central to Ghana’s human capital development agenda.
He noted that the project will address infrastructure deficits, ensuring classrooms, dormitories, and teaching resources are adequate for the growing student population.
Beyond infrastructure, the initiative will also focus on curriculum reforms to better prepare students for the job market, aligning education outcomes with national development priorities.
The Ministry expressed appreciation to the World Bank and the Ministry of Finance for their collaboration in securing the financing.
Officials underscored that the single-track system will ease pressure on schools and enhance the overall quality of education, positioning Ghana to compete globally through a stronger, more skilled workforce.
With the STARR-J Project, the government is signalling a decisive step toward sustainable educational reform, ensuring that Free Senior High School continues to deliver equitable and impactful results for Ghanaian youth.
