Teachers across Ghana have expressed dissatisfaction with the National Democratic Congress government after the November Continuous Professional Development Allowance (CPDA) and Complementary Instruction Digital Support Allowance (CIDSA) failed to appear in their salaries on November 25, 2025.

The combined allowances, which were expected as a financial boost, left thousands of educators frustrated and financially unsettled.

The non-payment comes despite earlier validation confirming the processing of the allowances.

According to unconfirmed sources, the Ghana Education Service (GES), the Ministry of Education, and other relevant stakeholders are still engaged in consultations regarding the November disbursement.

Officials insist the allowances have not been cancelled but deferred, with a new payment date yet to be officially communicated.

Union Outrage 

This is not the first time teacher allowances have been delayed in Ghana. Historically, CPDA and CIDSA payments have faced postponements due to administrative or technical challenges, causing repeated tensions between educators and successive governments.

The major teacher unions – Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and Progressive Teachers Association of Ghana (PRETAG) – issued a joint statement condemning the Controller and Accountant-General’s Department (CAGD) for failing to honour the 2024 Collective Agreement, which stipulates the payment of these allowances in November.

“We register our strongest displeasure with the Ministry of Education, the Ministry of Finance, the Ghana Education Service, Fair Wages and Salaries Commission, and the Controller and Accountant-General’s Department,” the unions said in their joint letter.

They urged immediate intervention by the Minister of Education to ensure the payments are made without further delay, warning that continued delays could destabilize industrial harmony in the education sector.

Teachers nationwide have voiced their anger online and in professional networks, many emphasizing that the absence of the allowances disrupts their household budgeting, particularly as the festive season approaches.

Government Response And NDC Teachers’ Wing Statement

In response, the CAGD cited a technical hitch during the final payroll run as the reason for the delay. The department assured that the outstanding allowances would be paid together with December 2025 salaries on December 18, 2025.

Cephas N. Dosoo, Head of Public Relations at CAGD, expressed regret for the inconvenience and thanked affected workers for their patience.

Meanwhile, the NDC PROFORUM TEACHERS’ wing also issued a statement condemning the non-payment, while affirming support for the government’s efforts to improve the education sector.

Chief Nachinaab Peter Nayinbil, National Coordinator, called for investigations to identify institutions or individuals responsible for the delay, emphasizing that those found culpable should be sanctioned.

“We urge the government to pay these outstanding allowances immediately, without further delay,” the statement read. “We will not stand idly by while a few individuals sabotage the government’s efforts to improve the welfare of teachers.”
