The Tema Oil Refinery (TOR) is set to resume crude oil refining operations by the end of October 2025, marking a significant milestone after years of inactivity.

According to TOR’s Corporate Affairs Officer, Godwin Mahama, the facility had been unable to fulfil its core mandate of refining crude oil and had instead been leasing its tank farms to Bulk Distribution Companies for fuel storage.

Speaking on Accra-based Onua FM, Mahama confirmed that the new management team has prioritised restoring TOR’s full operational capacity through a comprehensive Turnaround Maintenance Project, which is now 98% complete.

The revival of TOR’s refining operations is part of a broader strategy to reduce Ghana’s dependence on imported refined petroleum products and enhance energy security.

The Turnaround Maintenance Project has involved extensive repairs and upgrades to critical infrastructure, including the gantry and terminal facilities.

Management has also focused on retooling the refinery’s laboratory and restructuring its finances to ensure sustainable operations.

These efforts are expected to position TOR as a key player in Ghana’s energy sector once again.

Stakeholders have welcomed the announcement, viewing it as a step toward revitalising the country’s industrial base and creating jobs.

The resumption of refining activities is anticipated to improve fuel supply stability and reduce costs associated with imports.

As TOR prepares to restart operations, there is renewed optimism about its potential to contribute meaningfully to Ghana’s economic growth and energy independence.
