Angry NDC executives lock up NHIA, NADMO offices in Kadjebi

The Kadjebi District in the Oti Region witnessed dramatic scenes on Monday, September 15, 2025, when some constituency executives of the National Democratic Congress (NDC) took the law into their own hands by locking up the offices of the National Health Insurance Authority (NHIA) and the National Disaster Management Organisation (NADMO).

The action, spearheaded by the Constituency Youth Organizer, Sampson Quashigah, was in protest against what the executives describe as unfair, biased, and politically vindictive appointments orchestrated by their own Member of Parliament (MP).

Roots

At the centre of the impasse is the distribution of district-level appointments, particularly the NADMO Director and NHIA District Manager positions.

According to party tradition in most constituencies, these positions are often occupied by grassroots executives who have served the party diligently over the years.

But the Kadjebi executives allege their MP has deliberately sidelined loyal NDC members who toiled for the party in favour of individuals who either supported rival candidates during the party’s internal primaries or carry questionable reputations.

NADMO Position 

Quashigah explained that the NADMO Director position has historically gone to constituency organizers as recognition of their fieldwork during campaigns.

However, in this case, he claims their organizer is being denied the opportunity because of his open support for another aspirant in the NDC’s last parliamentary primaries.

“This is a deliberate punishment for loyalty to the party, just because he supported someone else,” Quashigah fumed.

NHIA Appointment 

A similar controversy has erupted over the NHIA appointment.

The executives allege that the Kadjebi Constituency Secretary, Isaac Abavon, who was recommended by the Regional Secretary, Samura Limboy, is being overlooked despite his qualifications.

Abavon’s credentials, they argue, speak for themselves.

He has won three consecutive internal elections as constituency secretary, served three terms as an assembly member, and has been a teacher for 24 years. Yet, the MP, according to them, is blocking his appointment.

“Instead, someone with a criminal record is being fronted. This is unacceptable and an insult to the party’s grassroots,” Quashigah charged.

Executives Appeal To National Leadership

The protest, which had the backing of the constituency chairman, secretary, and other executives, culminated in the locking up of both state offices — a symbolic act aimed at drawing the attention of the NDC’s national leadership.

Quashigah, speaking on behalf of the group, directly appealed to President John Dramani Mahama, and the Chief of Staff Julius Debrah to urgently intervene.

“We are pleading with them to halt these appointments and engage directly with us. Only then can the right thing be done to preserve party unity,” he stated.
