Dr. Winnifred Nafisa Mahama, Acting Director of the Information Services Department (ISD) in Ghana, delivered a keynote address at the United Nations General Assembly (UNGA) Ministerial Side Event on September 23, 2024, highlighting Ghana’s commitment to ethical AI governance and innovation.

The high-level event, organized by the Netherlands as the 2024 Chair of the Freedom Online Coalition (FOC), brought together government officials, experts, and civil society representatives to discuss the critical importance of integrating human rights standards into AI development.

In her address, Dr. Mahama emphasized Ghana’s proactive approach to AI governance, outlining the country’s efforts to develop comprehensive frameworks that align with international human rights standards.

She highlighted specific initiatives, such as the development of an AI-enhanced Online Application System and the provision of advanced AI prompt engineering training for public relations officers.

Dr. Mahama highlighted Ghana’s active role in the Freedom Online Coalition, stating, “Ghana, as a leading advocate for digital rights in Africa, is deeply committed to leveraging AI as a tool for empowerment and improving lives across key sectors such as healthcare, education, agriculture, and industry.”

She further emphasized the nation’s dedication to transparency and citizen engagement, citing the recent enactment of the Right to Information Law and the upcoming International Day for Universal Access to Information as clear examples of this commitment.By investing in ethical AI governance and innovation, Ghana is positioning itself as a leader in the responsible use of AI technology.

Dr. Mahama’s speech served as a powerful reminder of the need for global cooperation to ensure that AI is developed and used in a way that benefits everyone.
