The National Petroleum Authority (NPA) recorded a sharp improvement in its financial performance in 2025, with its annual surplus rising by 75.89 per cent to GH¢447.19 million, according to the latest State Ownership Report published by the State Interests and Governance Authority (SIGA).

The figures represent a significant improvement over the Authority’s 2024 financial position and come amid efforts to strengthen regulatory efficiency and institutional performance within the downstream petroleum sector under the leadership of NPA Chief Executive, Lawyer Godwin Kudzo Tameklo.

According to the report, the NPA’s total revenue increased from GH¢572.71 million in 2024 to GH¢819.50 million in 2025, representing a 43.09 per cent increase.

The stronger financial performance was driven principally by growth in internally generated funds, finance income and other income, giving the Authority a substantially larger revenue base during the year.

IGF Drives Revenue Growth

The report indicates that the NPA’s internally generated funds (IGF) increased by 38.40 per cent, rising from GH¢431 million in 2024 to GH¢596.50 million in 2025.

The growth in IGF constituted the largest component of the Authority’s overall revenue and played a significant role in the improvement of its financial position.

Finance income recorded an even more dramatic increase during the period. It rose by 332.11 per cent, from GH¢17.35 million in 2024 to GH¢74.99 million in 2025.

SIGA attributed the increase in finance income largely to improved returns on investments and treasury management activities, indicating that the Authority was able to generate substantially greater income from its financial resources.

Other income also recorded growth, increasing by 19.22 per cent, from GH¢127.29 million in 2024 to GH¢151.76 million in 2025.

Surplus Outpaces Expenditure

Despite increases in several expenditure categories, the NPA’s revenue growth was sufficiently strong to produce a significant rise in its annual surplus.

The Authority’s surplus climbed from GH¢254.24 million in 2024 to GH¢447.19 million in 2025, representing a year-on-year increase of 75.89 per cent.

The development means the NPA generated approximately GH¢193 million more in surplus in 2025 than it did the previous year.

The improvement is particularly notable because the Authority’s expenditure also increased during the reporting period.

Administrative expenses rose by 17.61 per cent, from GH¢301.73 million to GH¢354.86 million. SIGA attributed the increase to the expanded scope of the NPA’s regulatory, administrative and institutional operations.

Operating expenses also increased, although at a much slower pace, rising from GH¢16.30 million in 2024 to GH¢17.32 million in 2025, representing a 4.15 per cent increase.

Finance costs increased from GH¢0.11 million to GH¢0.13 million, equivalent to a 22.25 per cent rise.

However, the increases in expenditure were significantly outweighed by the growth in revenue, allowing the Authority to finish the year with a substantially stronger surplus.

The latest figures provide a financial snapshot of the NPA at a time when the Authority continues to carry out a critical regulatory mandate in the downstream petroleum sector.
