The New Patriotic Party (NPP) has made significant changes to its constitution, particularly Article 3(7), to ensure fairness and transparency in its disciplinary process.

The amendment aims to protect members from unjust suspensions.

Background of the Amendment

Previously, the NPP constitution granted Executive Committees, such as the National Executive Committee (NEC) and Regional Executive Committee (REC), the power to suspend members or officers before disciplinary proceedings.

However, the amended Article 3(7) now requires that suspensions can only be made upon recommendation by a Disciplinary Committee.

This change aligns with the principles of fair trial and due process enshrined in Ghana’s 1992 National Constitution.

Key Provisions of the Amended Article

– *Suspension Procedure*: The amended article states that a member may be suspended from membership or office in the party by the Executive Committee, but only upon recommendation by a Disciplinary Committee.

– *Prima Facie Evidence*: The amendment ensures that there must be prima facie evidence in a complaint before action can be taken.

– *Protection of Members’ Rights*: This change prevents Executive Committees, such as CEC, REC, or NEC, from unilaterally suspending members or officers without a recommendation from a Disciplinary Committee.

Implications of the Amendment

The amendment is expected to promote fairness and transparency within the party’s disciplinary process. By requiring Disciplinary Committees to conduct preliminary hearings and recommend suspensions, the party ensures that members are not unfairly targeted or punished.

This change demonstrates the party’s commitment to upholding the principles of natural justice and due process.

NPP’s Efforts to Strengthen Internal Democracy

The amendment to Article 3(7) is part of the NPP’s broader efforts to strengthen its internal democracy and ensure that its constitution aligns with the principles of fairness and transparency.

The party has been working to reform its constitution, with 54 amendments approved at the National Delegates Conference on July 19, 2025.

These amendments aim to enhance the party’s internal governance, expand representation, and streamline electoral processes.
