The Commission on Human Rights and Administrative Justice (CHRAJ) has cleared Dr Randy Abbey, Chief Executive Officer of the Ghana Cocoa Board (COCOBOD), of claims that he failed to comply with constitutional asset declaration requirements.
In a statement following its investigation, CHRAJ confirmed that Dr Abbey submitted his assets and liabilities on 24 March 2025, well within the three-month period required after his appointment.
The probe was initiated following a complaint by a private citizen, who alleged that several public officials—including 12 board chairpersons and two chief executive officers—had failed to meet obligations under Article 286 of the 1992 Constitution and the Public Office Holders (Declaration of Assets and Disqualification) Act, 1998 (Act 550).
The complainant claimed that a search of the Auditor-General’s records indicated Dr Abbey had declared his assets while serving as a policy advisor to the Vice-President but had not done so after assuming his COCOBOD role.
CHRAJ, however, found that Dr Abbey had never held the position of policy advisor. Auditor-General records confirmed that he submitted a complete declaration of his assets and liabilities within the legally stipulated timeframe.
With the requirement fulfilled, CHRAJ dismissed the allegation as lacking merit and commended Dr Abbey for complying with constitutional and statutory obligations.
The commission reaffirmed its dedication to promoting transparency and accountability in public service through the enforcement of asset declaration laws.
